The rate changes according to demand and the rate that you reserve it at is what you'll be paid for. In other words, if a bunch of people take the opp at 8am, then the rate will be lower. If only a couple take the opp at 9am, then it will increase.

I find that it helps to submit a ticket for EVERY question you have.
